NCSIG will develop and implement a DOT Workplace Drug and Alcohol Program with clear policies, provisions for education and training, drug and alcohol testing, and when needed, referral for evaluation and treatment. NCSIG shall act as the Designated Employer Representative (DER) for its member districts in compliance with 49 CFR Part 40 and applicable DOT Agency regulations.
The DER’s responsibilities shall include, but are not limited to:
- Administer the Drug and Alcohol Program.
- Act as the Liaison with drug and alcohol testing service agents.
- Receive and interpret all test results and communications
- Notify district to remove employees from safety sensitive duties
- Make necessary decisions in the testing and evaluation process
