Member districts that wish to utilize Unmanned Aircraft Systems (UAS), often referred to as drones, must adhere to the rules set forth by the Federal Aviation Administration (FAA). The FAA regulations are available on the FAA website at https://www.faa.gov/uas/. Drones not required to be registered under the FAA requirements must still adhere to this policy. Any exceptions to the licensing and registration or other provision of the FAA regulations for an education facility must be received in writing from the FAA prior to using the UAS.

Member districts must notify and receive approval from their Superintendent prior to utilizing a UAS on campus as a part of their classroom curriculum.  

Safety requirements for the use of drones by member districts include, but are not limited to:

  • Keep the UAS in eyesight at all times and use an observer to assist if needed.
  • Do not fly in adverse weather conditions such as high winds or reduced visibility.
  • Ensure the operator is competent and proficient in the operation of the device.
  • Do not fly near or over sensitive infrastructure or property such as power stations or heavily traveled roadways.
  • Check and follow all local laws and ordinances before flying over private property.
  • The device must not be used for commercial purposes.
  • A UAS may not be used to monitor or record areas where there is reasonable expectation of privacy in accordance with accepted social norms.
  • A designated staff member is responsible for storage and maintenance of the device and equipment, all of which should be kept in a locked area when not in use.
  • In the event of damage or injury arising from the use of the device, the Operator shall notify the District Superintendent to report the incident and the incident must be documented in an incident report.
  • A district owned device may not be used off campus (except for maintenance) without the express written approval of the District Superintendent.
  • Flying a UAS within a five mile radius of an airport or other airspace requires permission from the airport or control tower prior to doing so. 

Limitations on coverage and exclusions are listed in the Memorandum of Coverage provided by the Northern California Regional Liability Excess Fund JPA (NCR), who provides primary and excess liability coverage for NCSIG.
