The Board of Directors of the NCSIG shall adopt policies that, in its judgment, reflect the stated philosophical beliefs of the Board and the best advice of staff. Board policies shall determine the scope and nature of the services and programs of the NCSIG, and shall be one method by which the Board provides direction in the operation of the JPA.
The JPA Director shall prepare Administrative Regulations implementing Board policies, when appropriate.
Board policies will include all policies and memorandum of coverage documents under the care, custody and control of the NCSIG. All polices under the care, custody and control of a third party or alternate Joint Powers Authority will remain the property of that organization and binding upon the NCSIG as a participating member of that organization.
